About this opportunity
The City of Placerville Engineering Department is requesting proposals for construction management, inspection, and public outreach services for the Placerville Drive Bridge Replacement (CIP #41410) and Placerville Drive Bicycle and Pedestrian Facilities Phase 1 (CIP #418164), with proposals due August 13, 2026 at 3:00 p.m. The successful firm must propose a Resident Engineer holding a California Professional Civil Engineer license; significant preference is given to firms proposing an RE with at least 10 years of experience on similar-sized projects and demonstrated experience administering federally funded construction contracts under Chapter 16 of the Local Assistance Procedures Manual.
The scope encompasses bidding support, constructability review of draft 100% plans and specifications, construction administration, materials testing, field inspection, environmental mitigation and monitoring coordination, surveying quality control, and public outreach through a designated Public Information Officer. The projects involve demolition and replacement of a two-lane bridge over Hangtown Creek with a new three-span reinforced concrete slab bridge featuring a center turn lane, bike lanes, and sidewalks, plus roadway improvements across approximately 4.2 miles of Placerville Drive and Green Valley Road. The City intends to award one agreement covering both projects and to construct both under a single construction contract.
The projects are federally funded: Active Transportation Program for the bike and pedestrian facilities, Highway Bridge Program for the bridge replacement, with local matching funds. Cost proposals must be submitted separately in sealed envelopes using Cost-Plus-Fixed-Fee format per Chapter 10 of the Local Assistance Procedures Manual, with separate cost proposals for each project, schedule of hourly rates, staff-time allocation, and itemized reimbursable expenses subject to California prevailing wage requirements and City approval.
Evaluation criteria are experience with similar projects (25 points), staff qualifications (20 points), project understanding (20 points), community engagement experience (15 points), local knowledge (10 points), and communication approach with City staff (10 points). Interviews are scheduled for August 25, 2026; contract award is anticipated September 22, 2026; construction is scheduled February 2027 through December 2028, with project closeout May 2029.
