The City of Pittsburgh, on behalf of the Equipment Leasing Authority of the City of Pittsburgh (ELA), is requesting proposals for a custom four-door pumper apparatus with 2,000 GPM 2-stage pumping capacity designed for Type I Engine operations under RFP 2026-RFP ELA-088, with proposals due July 7, 2026 at 5:00 p.m. Attendance at a mandatory pre-proposal meeting on June 2, 2026 at 9:00 a.m. at 2945 Railroad Street, Second Floor, Pittsburgh, Pennsylvania is required; failure to attend results in immediate proposal rejection.

The apparatus must comply with NIMS Resource Typing Definition standards and NFPA 1900 requirements and be designed to withstand rigorous service in Pittsburgh's terrain and climate. Proposals must include detailed specifications, blueprint drawings with exact dimensions and compartment layouts, delivery schedules with major component milestones, pricing for multiple unit purchases, and financing options for five and seven-year terms. The RFP contemplates a baseline assumption of 2–3 units with multi-year contracts of a minimum three-year term.

The manufacturer must be United States-based with 100% U.S. ownership, a minimum 30-year history of fire apparatus manufacturing, full in-house capability for pump mounting, body fabrication, electrical wiring, and painting, and a factory service facility or contracted authorized service facility within two hours' driving distance of Pittsburgh. The manufacturer must provide comprehensive warranty coverage including 24-month bumper-to-bumper, 10-year paint and structural, 10-year valve and plumbing, 8-year pump, 5-year engine, and lifetime water tank coverage, with repairs completed within 30 calendar days.

Respondents must demonstrate good faith efforts toward minority-owned business enterprise, women-owned business enterprise, and veteran-owned small business participation with target goals of 18%, 7%, and 5% respectively. A 5% bid bond and 100% performance and payment bonds are required. All prices must be firm and fixed with no escalation clauses, excluding federal excise taxes, transportation taxes, and state sales taxes. Questions are due June 15, 2026 at 5:00 p.m. Contract award is anticipated in July 2026. Proposals remain valid for 120 calendar days from opening.
