About this opportunity
The City of Wilmington, North Carolina is soliciting sealed bids for the Pirate's Cove Drainage Improvement Project (Contract DRA-MG-0826, Project 7DC2010), with bids due August 6, 2026 at 3:00 p.m. and a pre-bid meeting on July 9, 2026 at 3:00 p.m. at 929 N. Front Street, 10th Floor, Room 1069. All bidders must be properly licensed under North Carolina General Statute Chapter 87, with the license number appearing on the bid envelope. The City will accept single prime bids only.
The contract requires bidders to make good faith efforts to subcontract 14 percent of the dollar value of the prime contract to minority, women, and disadvantaged business enterprises (MBE/WBE/HUB/DBE) certified businesses. Potential subcontracting opportunities include asphalt paving, concrete, curb and gutter, hauling, erosion control, traffic control, landscaping, utilities, grading, fencing, and supplier services.
The scope consists of replacing a portion of the existing storm drainage system within the Pirate Cove neighborhood and improving an open channel that drains into the system. Work includes excavating, grading, backfilling, storm drain installation, concrete work (proportioning, mixing, testing, placing, and curing), concrete curbing and curb-and-gutter, concrete sidewalks and driveways, asphalt paving, aggregate base course, and environmental protection measures including erosion and sediment control.
Bidders must submit an Affidavit and Certificate of Non-Collusion, an Affidavit of Compliance with North Carolina E-Verify Statutes, and detailed MBE/WBE/HUB/DBE documentation. A bid surety equal to at least 5 percent of the bid amount is required, along with comprehensive insurance coverage including Commercial General Liability of not less than $5 million per occurrence, Workers' Compensation, Business Auto Liability, and Owners and Contractors' Protective Liability. Bids are guaranteed for 90 calendar days following bid opening. Bid documents and plans are available from Kathy Bryant at kathy.bryant@wilmingtonnc.gov.
