About this opportunity
The Texas Health and Human Services Commission (HHSC), on behalf of HHSC and the Department of State Health Services (DSHS), is requesting bids on pipeline maintenance and repair services at the San Angelo State Supported Living Center under IFB HHS0017386, with bids due July 24, 2026 at 10:30 AM and an optional site visit on July 7, 2026 at 10:00 AM. A VetHUB subcontracting plan with a utilization goal of 26–32.9% is mandatory for all bidders regardless of certification status; responses without a compliant plan are deemed non-responsive.
The scope encompasses removal and replacement of all underground water piping for the facility's pipe loop, including supply and return lines, with phased installation to minimize downtime. Work includes piping replacement, connections and fittings, valves, insulation, excavation and backfilling, testing and commissioning, and removal or replacement of asphalt or concrete as necessary. Contractor personnel must hold minimum three years' relevant experience and Texas State Board of Plumbing Examiners (TSBPE) licenses as applicable. Three verifiable references for similar contracts within the past five years are required.
The contractor must respond to service calls within four hours during regular business hours (Monday–Friday, 8 a.m. to 5 p.m. Central Time) and maintain 24/7 emergency availability with one-hour response time. Comprehensive insurance is mandatory: workers' compensation, general liability ($1 million per occurrence), commercial auto liability ($1 million), professional liability ($1 million), and umbrella liability ($1 million). Background checks through the Texas Department of Public Safety are required for all personnel prior to work commencement.
Pricing is firm fixed-price, submitted on Exhibit C with hourly rates for Licensed Tradesman Plumbers, Apprentice Licensed Plumbers, Journeyman Plumbing Technicians, and Master Plumbing Technicians across Standard, Overtime, Emergency, and Holiday categories. Materials and parts markup is capped at 20 percent based on estimated annual parts cost of $25,000. No guarantee of volume or total compensation is provided.
The initial contract term runs from September 1, 2026 through August 31, 2029 with no renewal options, though HHSC reserves the right to extend for up to one additional year. Questions are due July 8, 2026 at 5:00 PM with responses posted by July 10, 2026. Contact: Hadassah-Natalia Gomez.
