About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking bids for a pipe repair project in St. Robert, Shannon County, specifically focusing on the reconstruction of culvert or storm sewer pipes. The procurement involves the installation of cementitious, resin impregnated, or deformable thermoplastic tubing for an existing 36-inch corrugated metal pipe. The primary objective is to provide a structural liner capable of spanning deterioration gaps in the metal pipe's invert, effectively reconstructing the pipe's integrity. Contractors must be MoDOT prime contractors or complete the Contractor Questionnaire and Prequalification Questionnaire with attachments at least seven days before the bid opening. The solicitation requires hard copy bid responses, including a signed MissouriBuys pricing page, with specific line items for mobilization, pipe liner installation (measured in linear feet), and miscellaneous erosion control. The bid period runs from September 4, 2018, to September 24, 2018, with the bid opening scheduled for September 24, 2018. Evaluation will focus on the lowest and best responsive bidder meeting all specifications and requirements.

The procurement encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement. Service-Disabled Veteran (SDV) businesses are also preferred, and domestic product preferences may apply. Contractors must maintain specific insurance coverage, including general liability ($500,000 per person/$3,000,000 per occurrence), automobile liability with similar limits, and workers compensation insurance. The project is subject to prevailing wage requirements under Missouri Chapter 290 RSMo for Pulaski County, specifically General Wage Order #62. A bid guaranty/contract bond is required, with options including a paper annual bid bond, cashier's check/paper project bid bond, or electronic bid bond. Payment terms are set at Net 30 days, with work to be delivered FOB destination. While no specific contract value or budget range is explicitly stated in the documents, the project involves the reconstruction of a 36-inch corrugated metal pipe, suggesting a moderate-scale infrastructure improvement project.
