About this opportunity

The County of Orange, Sheriff-Coroner Department is soliciting competitive bids for Pipe and Valve Insulation Covering Repair services through an Invitation for Bid (IFB-060-3015001-AM) posted on February 24, 2026, with a bid submission deadline of March 16, 2026, at 4:00 PM. All bids must be submitted electronically through the County's eProcurement Portal, with questions due by March 10, 2026, at 4:00 PM through the solicitation's Question & Answer section. The procurement encompasses as-needed insulation removal, replacement, and testing services on hot and cold pipes, flanges, fittings, valves, pumps, manifolds, ducts, and exchangers across approximately 40-50 Sheriff Department facilities throughout Orange County, California, including detention facilities, communications sites, harbor patrol stations, and administrative buildings. Services must include scheduled maintenance capabilities and 24/7/365 emergency response. Qualified contractors must maintain a current California C-2 Insulation and Acoustical Contractor license, with additional certifications such as C-20 or C-61/D-40 required for HVAC duct insulation and hazardous material work. All contractor personnel must obtain background clearance and security screening with renewal every two years. Compensation is structured as hourly labor rates differentiated by time period (standard business hours, after-hours, weekends, Sundays, and holidays), actual material costs with approved markups, permit fees at cost with no markup, and specialized equipment rental at invoice cost plus approved markup. The contract term will be for three years initially with the option for two additional years of renewal by mutual written agreement subject to Board of Supervisors approval, and the lowest responsive, responsible bidder will be eligible for award with the County reserving the right to make multiple awards or apportion requirements among multiple bidders.

The County offers preference deductions for small business and disadvantaged veteran enterprises: a 5 percent preference applies to County of Orange Local Small Business (OCLSB) certified bidders and Disabled Veteran Business Enterprise (DVBE) certified bidders individually, with an 8 percent preference for businesses certified as both. Contractors must comply with prevailing wage requirements under California Labor Code Sections 1773 et seq., with specific wage rates established by the Department of Industrial Relations, and must adhere to federal requirements if applicable, including Davis-Bacon Act provisions for federally-funded projects. All materials must be new commercial-grade products meeting or exceeding Original Equipment Manufacturers' specifications and available within 72 hours of approval, with all work warranted for a minimum of 90 days and full manufacturer warranty extended to the County. Contractors must also maintain workers' compensation and liability insurance, possess a valid D-U-N-S number and Unique Entity Identifier (UEI) number prior to contract award, and comply with comprehensive safety requirements and the Sheriff's Department Tool Control Policy. No specific budget range or award value is disclosed in the solicitation documents; however, bidders must submit detailed pricing reflecting the multi-year service scope across numerous facilities with varying service requirements. The County reserves the right to defer award for up to 180 days, and all bids remain valid for 365 days after the closing date.
