About this opportunity
The Wyoming Department of Administration and Information, General Services Division, is soliciting proposals on behalf of the Department of Environmental Quality-Air Quality Division for continued operation and maintenance of the Pinedale Gaseous Ambient Air Monitoring Station, with proposals due November 9, 2026 at 2:00 p.m. Mountain Time and tentative award November 23, 2026.
The scope covers two years of routine operations, maintenance, data reporting, and quality assurance for an ambient air monitoring station in Sweetwater County measuring ozone, nitric oxide, nitrogen dioxide, nitrogen oxides, PM2.5, and meteorological parameters (wind speed and direction, temperature, relative humidity). The station operates a 15-minute interval camera. The contractor must perform monthly on-site operator visits for routine and preventative maintenance, quarterly gaseous and particulate monitor service and calibration, semi-annual meteorological instrument calibration, and semi-annual station audits. Work includes quarterly and annual data reporting in EPA AQS or AirHub format. The contractor must maintain a minimum 90 percent data recovery rate per monitoring parameter per calendar quarter and establish a force account with DEQ-AQD for unforeseen repairs.
Operations run May 1, 2027 through April 30, 2029, with optional two-year extensions available up to a total six-year contract term. The cost proposal must itemize lump-sum prices for Task A (transition plan if applicable), Task B (routine operations), and Task C (exit transition plan), inclusive of monthly utilities (approximately $85 cellular communication, $50 gas cylinder rental), calibration services, data reporting, and $1,000 annual camera land lease fee.
Evaluation weights: experience and qualifications 30 points, understanding of work and technical approach 20 points, quality system development 20 points, cost 30 points. Proposals must include company background, resumes with relevant experience for all project personnel, three corporate references and two site-specific references per staff member from work completed within three years of RFP release, detailed work plan with realistic person-hours, and project management plan with organizational structure and progress reporting procedures. Written questions are due October 5, 2026 at 2:00 p.m. Mountain Time through the Public Purchase online bidding system. All submissions must be in PDF, Excel, or Microsoft Office format and completely uploaded by the deadline.
