About this opportunity
The South Dakota Department of Public Safety Wildland Fire Division (SDWF) has issued Request for Proposal #23RFP8764 for hazardous fuels reduction treatment on approximately 70 acres near Johnson Siding in Pennington County, South Dakota. The project requires qualified contractors to perform comprehensive vegetation management, including thinning ponderosa pine, cedar, and juniper trees up to 10 inches in diameter, removing damaged and dead hardwood trees, and disposing of slash through chipping, mulching, grinding, or pile burning. Site visits are scheduled for May 30, June 6, and June 7, 2023, with proposals due by June 26, 2023 at 12:00 PM MST. Evaluation criteria will include cost per acre, expertise of personnel, available resources, project experience, proposed project timeline, and potential biomass utilization strategies. Contractors must submit written inquiries via email to Brittany Seidl at brittany.seidl@state.sd.us, with the subject line "RFP # 23RFP8764" and can expect responses distributed to all potential bidders. The contract term is two years, with potential one-year renewal options, and SDWF reserves the right to award contracts to multiple contractors.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly outlined in the documentation, the RFP suggests a competitive procurement process open to multiple qualified contractors with demonstrable forestry management capabilities. The contract does not reference incumbent vendors or specify precise budget ranges, though pricing will be evaluated on a per-acre basis. Potential contractors must demonstrate technical proficiency in forest management techniques, possess appropriate equipment for thinning and slash disposal, and show capability to execute the project within the specified two-year contract period. The solicitation indicates flexibility in contractor selection, with SDWF maintaining discretion to reject any or all proposals based on comprehensive evaluation of submitted materials. Interested parties should carefully review the full RFP document for complete details on qualification requirements, technical specifications, and submission guidelines.
