About this opportunity

The Wisconsin Department of Natural Resources (WDNR), acting on behalf of the Federal Emergency Management Agency (FEMA), is seeking qualified vendors to conduct a comprehensive floodplain survey in Pierce and St. Croix Counties. The procurement involves detailed geographical surveying of 138.6 linear miles of waterways, encompassing 803 cross sections and 156 structures including culverts, bridges, and dams. Vendors must collect in-channel survey data for all cross sections and provide specific measurements for identified structures, adhering to the "Guidelines and Specifications for Flood Hazard Mapping Partners" and associated Procedural Memorandums. The survey work will be executed using pre-identified ESRI shapefile locations across Pierce County (33.5 miles, 363 cross sections, 72 structures) and St. Croix County (105.1 miles, 440 cross sections, 84 structures). The contract opportunity was posted on January 22, 2025, with proposals due by February 13, 2025. Required qualifications include expertise in geospatial surveying, familiarity with FEMA mapping guidelines, and the capability to process complex geographic data sets.

While specific set-aside designations are not explicitly detailed in the procurement notice, the contract appears to be open to professional surveying and geospatial firms with demonstrated technical capabilities. No incumbent vendors are mentioned, and no specific budget range is provided in the available documentation. The survey is part of a broader flood hazard mapping initiative, suggesting potential for future related contracts contingent on the successful completion of this initial project. The geographic scope suggests a need for vendors with regional knowledge of Northwestern Wisconsin's topographical and hydrological characteristics. Interested bidders should carefully review the detailed requirements, particularly the ESRI shapefile specifications and the referenced mapping partner guidelines, to ensure full compliance with the project's technical specifications.
