About this opportunity
The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division issued Invitation to Bid (ITB) S-29100-00016195 on March 4, 2026, to procure approximately one full truckload of sliced dill pickles totaling 864 cases (40,000 pounds) for delivery to the ODOC Central Distribution Center at 3601 State Street, Salem, Oregon. The solicitation requires delivery within 30 days after receipt of order, with goods packaged in non-glass, non-metal containers not exceeding 5 gallons with plastic handles. All pickles must meet U.S. Standards for Grade A or B, be sliced to a minimum thickness of 1/8 inch, contain a minimum 55 percent drained weight fill, and maintain at least six months of remaining shelf life before the best use by date, with proper FDA/USDA compliance and labeling with Best Use By dates. Bidders must submit responses through the OregonBuys system with per-unit pricing to no more than four decimal places on an FOB Destination basis, inclusive of all transportation, fuel surcharges, and delivery charges. The deadline for submitting clarification requests is March 11, 2026, at 9:00 AM Pacific Standard Time, with bids due by March 18, 2026, at 9:00 AM PST, and bids remain firm for a minimum of 30 calendar days. No bidders' conference or site visits are scheduled. Award will be made to the lowest responsive and responsible bidder, and contractors must provide certificates of liability insurance, nutritional facts labels, ingredient lists, and product photographs upon request.
The ODOC applies a five percent preference for Oregon-fabricated or Oregon-processed goods and a five percent preference for resident bidders headquartered in Oregon, for a maximum total preference of ten percent. No catch-weight cases are permitted, and maximum case weight is 50 pounds unless otherwise specified. The historical procurement data indicates the last purchase occurred in August 2025 at $22.38 per 5-gallon pail, awarded to Robbins Sales, providing a reference point for anticipated pricing. This solicitation does not allow for bid protests per ORS 421.438(2) and OAR 291-164-0120(1)(a)(F). All inquiries should be directed to Ben Hittle, Procurement/Contracts Specialist, at docfoodbuy@doc.oregon.gov. The contract start date is to be determined, and delivery confirmation will be required from ODOC's warehouse receiving staff upon acceptance of goods.
