About this opportunity

The County of Orange Probation Department is seeking competitive bids for pick-up and recycling of cooking grease services across three specific probation facilities: Juvenile Hall Facilities in Orange, Youth Leadership Academy in Orange, and Youth Guidance Center in Santa Ana. The procurement requires vendors to provide on-demand grease pick-up services, with scheduled pickups to occur within seven days of service request, exclusively Monday through Friday between 8:00 AM and 5:00 PM, excluding holidays. Bidders must submit electronic proposals through the County's online bidding system by January 2, 2026, at 4:00 PM, with all questions and interpretation requests due by December 26, 2025, at 4:00 PM. Vendors must possess and maintain all necessary federal, state, and local permits and licenses, and provide telephone coverage from 8:00 AM to 5:00 PM, Monday through Friday, with 24-hour response capabilities. The contract will be awarded to the lowest responsive, responsible bidder, with pricing submitted as a fixed fee per pick-up for each facility, covering a 55 to 200-gallon drum of yellow oil/fryer oil, inclusive of all materials, equipment, labor, fuel, and travel time.

The solicitation offers preferential treatment for local and disadvantaged businesses, providing a 5% price reduction for certified County of Orange Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, with an enhanced 8% preference for businesses certified in both categories. Upon contract award, the winning bidder must submit proof of insurance, W-9 or equivalent tax forms, and valid D-U-N-S and UEI numbers within seven days. The County reserves the right to make multiple awards, reject any bids, or cancel the solicitation. Bidders must also provide both a Performance Bond and a Labor and Material Payment Bond, with bond amounts equal to or exceeding the estimated total contract value. While specific budget ranges are not explicitly stated, the contract will involve periodic grease pick-up services across three probation facilities. Interested vendors must comply with all specified requirements, including electronic bid submission, comprehensive service provisions, and detailed documentation submission.
