About this opportunity

The Commonwealth of Kentucky, Department of Veterans Affairs, through its Carl M. Brashear Radcliff Veterans Center, is soliciting proposals for outsourced physician services at its 120-resident long-term care facility, with proposals due 3:00 PM on November 3, 2026. The solicitation is open to qualified physicians and physician-led organizations.

Scope covers evaluation and management of scheduled and acute resident encounters, 24-hour, 365-day on-call coverage, emergency care coordination and hospital transfers, facility rounds, and resident charting. The contractor must comply with state and federal requirements, including Centers for Medicare and Medicaid regulations, VA regulatory guidance, and applicable scope-of-practice standards, along with background checks, credentialing, and HIPAA. Mandatory submissions are a Kentucky medical license, DEA license, Secretary of State registration, certificate of liability insurance, and verification of non-exclusion from Medicare and Medicaid. Required insurance is commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, plus professional liability of $1,000,000 per claim.

Physicians are paid at current Medicare Physician Fee Schedule allowable rates, and no administrative or staffing fees are permitted. The contractor bills Medicare, Medicaid, and private carriers independently. The facility bills the contractor only for uninsured veterans and veterans with 70-100 percent service-connected disability. The facility prefers one physician and will accept up to three; no multi-vendor award will be made. The anticipated term runs November 16, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods, subject to approval by the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. No prior contract exists for this service.

Technical proposals are scored on a maximum of 900 points: response time (200), professional resume and experience (200), disciplinary history report (150), National Practitioner Data Bank report (150), long-term care and geriatric experience (100), and sample billing invoice format (100). Cost carries no evaluation points. Oral presentations, worth up to 250 points, may be required for the top three vendors. Written questions were due October 15, 2026, and the Commonwealth's responses were issued October 27, 2026 through Addendum 1. Submissions are sealed hard copies and electronic format delivered to the Radcliff Veterans Center at 100 Veterans Drive, Radcliff, Kentucky 40160.
