About this opportunity
The Commonwealth of Kentucky Department of Veterans Affairs is requesting proposals for physician services at the Carl M. Brashear Radcliff Veterans Center in Radcliff, a 120-bed long-term care facility, with proposals due November 3, 2026 at 3:00 PM EST and questions due October 15, 2026.
The scope encompasses general practice physicians providing comprehensive medical services to resident veterans, including scheduled and acute evaluation and management, 24-hour/365-day on-call coverage, emergency care coordination, facility rounds, and resident charting in compliance with state and federal regulations. Physicians must independently bill Medicare, Medicaid, and private insurance carriers for resident encounters; the facility reimburses physicians at the Medicare allowable rate for uninsured veterans and those with 70–100% service connection ratings. Pricing is based on the current Medicare Physician Fee Schedule's allowable rates for routine facility visits, annual wellness examinations, on-call services, and on-site visits.
Mandatory requirements include Kentucky medical licensure, DEA licensure, Secretary of State registration, liability insurance certificates, and verification of non-exclusion from Medicare/Medicaid. All physician candidates must undergo background checks, drug testing, tuberculosis testing, credentialing verification, and on-site orientation per VA guidelines.
The contract term runs November 16, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Technical proposals are evaluated on a maximum of 900 points, based on response time, professional qualifications, disciplinary history, National Practitioner Data Bank reports, long-term care experience, and sample billing invoices. The Commonwealth may request oral presentations from the top three-ranked vendors, worth up to 250 points. Cost proposals are evaluated on lowest-price basis with no evaluation points awarded for cost.
