About this opportunity

The Commonwealth of Kentucky, Department of Veterans Affairs, is requesting proposals for physician services at the Carl M. Brashear Radcliff Veterans Center, a 120-bed long-term care facility in Harrison County, with proposals due August 19, 2026 at 3:00 p.m. EST and written questions due August 5, 2026.

Mandatory qualifications include Kentucky medical licensure, DEA license, Professional Liability Insurance with minimum limits of $1 million per claim, Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, a liability insurance certificate, proof of non-exclusion from Medicare and Medicaid programs, background checks per OBRA regulations, and completion of VA credentialing requirements. The facility currently averages 60 veteran residents requiring physician services and prefers a single dedicated physician or fewer than three physicians total, ideally with geriatric specialization and geriatric psychiatry credentials.

The scope includes evaluation and management of patient medical care for scheduled and acute encounters, physician supervision, periodic patient visits, provision of medical orders and documentation, discharge summaries, 24-hour/365-day on-call service, and coordination of emergency care and hospital transfers in compliance with Centers for Medicare and Medicaid Services guidelines, Veterans Affairs regulatory requirements, and Kentucky state regulations.

The anticipated contract term runs from October 1, 2026, through June 30, 2028, with renewal options for up to two additional two-year periods subject to approval by the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee. Pricing shall be submitted as a monthly flat rate. The Commonwealth anticipates a single award and plans to bill Medicare Part B and private insurance directly for eligible encounters; the physician will bill residents' insurance carriers independently while the facility covers costs for uninsured veterans and those with 70–100 percent service connection status using Medicare Fee Schedule rates.

Evaluation criteria total 1,250 points: cost proposals worth 600 points (lowest qualified bidder receives maximum score), technical proposals worth 400 points (response time, geriatric experience, proximity to facility, long-term care regulatory experience), and optional oral presentations worth up to 250 points (top three highest-ranking vendors may be invited). No incumbent provider currently exists.
