About this opportunity
The Commonwealth of Kentucky, Department of Veterans Affairs, is requesting proposals for physician services at the Carl M. Brashear Radcliff Veterans Center, a 120-bed long-term care facility in Harrison County, with proposals due August 19, 2026 at 3:00 p.m. EST and written questions due August 5, 2026. Questions due by August 5, 2026.
Mandatory qualifications include a current Kentucky medical license, DEA license, liability insurance certificate, and verification of non-exclusion from Medicare and Medicaid. Physicians must undergo background checks, credentialing review, and on-site orientation per VA guidelines.
The scope encompasses general practice medical services including evaluation and management of patient care for scheduled and acute encounters, nursing facility rounds, 24-hour on-call coverage, discharge coordination, and resident charting. Physicians will bill independently for Medicare Part B and private insurance according to federal regulations. The facility will be billed monthly at rates consistent with Medicare Fee Schedule allowances for uninsured veterans and those with service-connected disabilities rated 70–100 percent.
The contract runs from October 1, 2026, through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Finance and Administration Cabinet Secretary and the Legislative Research Commission Government Contract Review Committee.
Evaluation allocates 400 points for technical qualifications (including geriatric experience, facility location proximity, long-term care regulatory knowledge, and response time), 600 points for cost proposals based on the lowest monthly flat rate, and up to 250 optional points for oral presentations. No bidders conference is scheduled. The Commonwealth reserves the right to reject any or all proposals and to request best and final offers.
