About this opportunity
Sonoma County and the California Department of Developmental Services are seeking a physical therapy services contractor for the Sonoma Developmental Center through Invitation for Bid (IFB) SN169020. The procurement is for comprehensive physical therapy services to be delivered to clients with developmental disabilities, including individuals with intellectual challenges, autism, communication deficits, and complex behavioral needs. Required services encompass a wide range of therapeutic interventions such as ultrasound, electrical stimulation, joint mobilization, therapeutic exercise, pool therapy, splinting, casting, orthotic/prosthetic use, and functional mobility training. Contractors must demonstrate advanced clinical knowledge and ability to work with a moderate to profoundly challenged population, including providing staff training and participating in interdisciplinary team meetings. The contract period runs from July 1, 2016, through June 30, 2018, with bids due on May 26, 2016, at 2:00 p.m. Successful bidders must maintain current California licensure and comply with Sonoma Developmental Center policies and procedures, with the project representative being Marni Sager, PA-Assistant to the Medical Director.
The solicitation includes a 5% bid preference for non-small businesses that demonstrate 25% California certified small business subcontractor participation. While mandatory Disabled Veteran Business Enterprise (DVBE) participation goals have been waived, DVBE incentives will be accepted. The estimated total contract hours are 4,160, with bidders required to propose an hourly rate that will be multiplied to determine the total bid amount. No specific incumbent vendor information is provided, and the document does not explicitly detail existing infrastructure or technology integration requirements. The contract appears to be structured as an as-needed service agreement, with the contractor expected to provide up to 40 hours of physical therapy services per week. Specific budget ranges or maximum contract values were not explicitly stated in the available documentation, though the hourly rate and total estimated hours suggest potential contract value parameters for interested bidders.
