About this opportunity

The California Department of Developmental Services, specifically the Sonoma Developmental Center, is seeking a contractor to provide physical therapy services for clients with developmental disabilities through Invitation for Bid (IFB) SN169020. The procurement requires a licensed physical therapist capable of delivering comprehensive services, including direct client evaluation, assessment, treatment, staff education, and interdisciplinary team participation. Key qualifications include extensive knowledge of physical therapy principles such as ultrasound, electrical stimulation, joint mobilization, therapeutic exercise, pool therapy, splinting, and functional mobility training. The contractor must demonstrate expertise in working with moderate to profoundly intellectually and physically challenged populations, including individuals with autism, behavioral challenges, and communication deficits. The contract will cover up to 40 hours per week of physical therapy services, with an estimated total of 4,160 hours over the two-year contract term from July 1, 2016, through June 30, 2018. Bids were due on May 26, 2016, at 2:00 p.m., with a Notice of Intent to Award planned for May 31, 2016, and the proposed award date also set for May 31, 2016.

The procurement includes a 5% bid preference for small businesses and Disabled Veteran Business Enterprise (DVBE) incentives, though mandatory DVBE participation goals have been waived. Bidders must hold a current California license to practice physical therapy and comply with Sonoma Developmental Center policies and procedures. The solicitation requires bidders to submit original signatures, references, Darfur Contracting Act certification, and any applicable small business preference documentation. While no specific incumbent vendor is mentioned, the contract emphasizes the need for a contractor with specialized skills in working with developmentally disabled clients. The procurement allows for hourly rate pricing, with bidders expected to provide competitive rates for the estimated 4,160 hours of service. The Project Representative for this contract is identified as Marni Sager, PA-Assistant to the Medical Director at Sonoma Developmental Center, who will oversee contractor performance and coordinate service delivery.
