About this opportunity
Moore County, North Carolina is requesting qualifications for photogrammetric professional services to acquire high-resolution natural color digital aerial imagery and produce 4-inch or 6-inch pixel resolution 4-band digital orthoimagery, with qualifications due June 18, 2026 (extended deadline) and written questions due June 10, 2026.
All technical requirements must conform to the North Carolina Technical Specifications for Digital Orthophoto Base Mapping adopted by the Secretary of State in December 2014. Data acquisition must utilize large format aerial digital camera systems with south-to-north oriented flight lines and airborne GNSS-IMU control paired with ground surveyed control across all Moore County parcels. Vendors may optionally propose oblique photography at the same resolution; orthoimagery is identified as the primary need. Any additional data captured during flight operations should be proposed as optional add-ons with descriptive detail and qualifications for County consideration.
The scope encompasses six primary tasks: flight planning and quality assurance/quality control; imagery acquisition and post-processing; GNSS-IMU post-processing, aerotriangulation, and orthoimagery generation; digital imagery QA/QC and product delivery; quality review resolutions; and project closeout. Sealed qualifications must be submitted to Terra Vuncannon, Purchasing Manager, in one original and five copies, limited to 12 pages including cover page, accompanied by a Non-Collusion Affidavit, E-Verify Affidavit, and W-9 Form.
Evaluation uses four criteria, each weighted at 25 points: qualifications and experience including proof of licensure; references including experience with North Carolina governmental clients and state aerial vendor status; product quality and communication methods; and timeline capability. The selection committee may conduct interviews. Firms must be registered with the North Carolina Secretary of State. No specific contract value, term, or renewal options are stated.
Opportunity text
The Vendor shall acquire new high-resolution natural color digital aerial imagery with airborne GNSS IMU control and ground surveyed control to support orthorectification of either four-inch (4) or six-inch (6) pixel resolution 4-band digital orthoimagery depending on cost. The County is also interested in an option to add on oblique photography, if possible, at the same resolution. If the Vendor does not capture oblique photography as part of their service, it is ok to just submit the proposal for the orthoimagery as this is our primary need. If the Vendor captures any other data during flight as an optional add-on, the vendor should provide a description of the service and qualifications for the countys consideration. Data acquisition will be consistent across the acquisition area with south to north oriented flight lines utilizing large format aerial digital camera systems and conforming to the North Carolina Technical Specifications for Digital Orthophoto Base Mapping, Adopted December 2014 by the Secretary of State (the State Standard). All technical requirements referred to in this document must adhere to the specifications set forth in the State Standard unless otherwise noted in this Scope of Work.
