About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for Photo-Ionization Detectors (PIDs) and associated equipment and accessories from the ION Science Tiger XT product line, with responses due by 4:00 p.m. Eastern Time on June 30, 2026 through the State's Advantage Vendor Self Service e-Procurement system.
The scope includes two detector models (PPM and PPB variants without H&S mode), filters, calibration gases in multiple concentrations and canister sizes (17L and 34L quantities at 100 ppm and 10 ppm isobutylene), chargers (AC, DC vehicle, and charger base), replacement batteries, replacement PID lamps, and in-person use and basic maintenance training. Anticipated quantities are nine units in the first year and three units annually for subsequent years.
The resulting Master Agreement will run from July 1, 2026 through June 30, 2027, with four optional renewal periods extending through June 30, 2031. All pricing must be quoted on a Free on Board Destination basis inclusive of shipping charges to State facilities. Quoted prices and rates must remain firm for a minimum of one year of the initial contract period; subsequent price adjustments require 60 days' notice and supporting manufacturer documentation.
Evaluation is based on lowest unit price. The State intends to make multiple awards and reserves the right to negotiate with the highest-ranked bidder or withdraw and negotiate with subsequent bidders if an acceptable contract cannot be finalized. Questions must be submitted up to 48 hours prior to closure through the e-Procurement system's Q&A portal. Bidders must submit complete documentation including the bid price sheet in Excel format, manufacturer literature for non-exact items, equivalency documentation where applicable, and warranty information. No taxes should be included, and the State will not reimburse bidders for proposal preparation costs or meeting attendance. Cybersecurity certifications and compliance regarding prohibited foreign adversary entities and information technology services under Maine law are required.
