About this opportunity
The Town of Palm Beach, Florida is soliciting competitive negotiations from qualified landscape maintenance contractors to provide comprehensive maintenance services at Phipps Ocean Park under ITN No. 2026-043, with proposals due July 27, 2026. Attendance at both a mandatory pre-bid meeting and mandatory site visit is required; proposals from firms without representatives at both events will be deemed non-responsive.
The scope covers maintenance of 80,000 native plants across five restored native ecosystems, botanical garden-type areas, and turf sections. The contractor must furnish a minimum crew of four personnel, including one English-speaking working supervisor serving as the single point of contact, capable of writing reports in English. The basis of award is 40 hours of work per week performed five days per week, with additional hours available at a separate labor rate. Services include weekly weeding of non-native and invasive species, monthly and bi-monthly irrigation wet checks with two-day repair timeframes, twice-annual certified arborist inspections for trees over five inches in diameter, specialized palm care, turf management with site-specific mowing heights and frequencies, mulch refreshment, event support and recovery, and storm response services at separate hourly rates. All work must comply with Florida Green Industries Best Management Practices, and workers must hold required certifications. Equipment must be cleaned and sanitized off-site before entering the park. Weekly written reports of completed work are required, and all trash must be removed daily. The contractor shall inspect the site and report needs to Town (CRC) staff.
The Town will score responsive proposals, may invite short-listed firms for oral interviews, and will conduct competitive negotiations with finalists to award to the proposer offering best value. Deficient work must be corrected at no cost; failure to meet Town standards may result in payment withholding, corrective action, or termination. The Preservation Foundation of Palm Beach will conduct seminars with the awarded contractor to ensure proper execution with consideration for long-term success.
