About this opportunity
Pittsylvania County is requesting sealed bids for Phase 3 construction at the Pittsylvania County Sanitary Landfill located at 382 Rainbow Lane, Dry Fork, Virginia, with bids due May 22, 2026 at 2:00 p.m. The mandatory pre-bid conference is April 28, 2026 at 1:00 p.m. at the project site. Bidders must hold a Responsible Land Disturber Certificate and have successfully completed at least two Subtitle D liner projects totaling 500,000 square feet within the last five years — a qualification gate that filters the bidder pool.
The scope encompasses cell construction and related infrastructure including erosion and sedimentation controls, site preparation, unclassified excavation, structural fill placement, culvert installation, Subtitle D liner system construction, leachate collection and conveyance system construction, gravel access roads, revegetation, and stormwater conveyance channels. Work must be substantially completed within 240 days and fully completed within 260 days from Notice of Award, with substantial completion defined as completion of the liner system, leachate collection and removal system, access road, sediment basin, and submission of quality control documentation for the Virginia Department of Environmental Quality. Bid security of 5% of the maximum bid price is required as a certified check or bid bond.
The contract will be awarded on a unit price basis per the bid form, with contingent items for unsuitable materials, rock removal, and waste removal included in the base bid. Progress payments are 95% of work completed with 5% retainage through substantial completion; thereafter 95% of work completed less 75% of the engineer's estimate of remaining work value. Liquidated damages are $500 per day for each day beyond the substantial and final completion deadlines. Performance and payment bonds, each equal to 100% of the accepted bid, are required. The engineer is LaBella Associates, Richmond, Virginia. Written questions are due May 12, 2026 at 5:00 p.m. to jmeyers@labellacons.com, with responses by Addendum no later than May 15, 2026. Bids may be submitted by mail, hand delivery, or electronically through eVA.
