About this opportunity
San Bernardino County, through its Department of Public Works, Solid Waste Management Division, is procuring construction services for the Phase 1B Stages 4 and 5 Liner Construction Project at the Victorville Sanitary Landfill via sealed bid Invitation for Bids (IFB). The project encompasses clearing and grubbing of approximately 29 acres, unclassified excavation and fill operations with an estimated 335,000 to 787,500 cubic yards, blasting operations where necessary, screening and placement of one-inch minus compacted material totaling approximately 82,000 cubic yards, installation of a composite liner system including geomembrane and geosynthetic components, leachate collection and removal system piping with significant linear footage requirements, and miscellaneous civil drainage improvements. Prospective contractors must hold a valid State Contractor "A" License and must register with the County's electronic procurement system (ePro) prior to bid submission. Sealed bids must be received by March 10, 2026, at 10:00 a.m., with a mandatory pre-bid meeting scheduled for February 19, 2026, at 10:00 a.m., immediately followed by a mandatory job walk at the landfill site located at 18600 Stoddard Wells Road, Victorville, California 92395; failure to attend both meetings will result in bid rejection. All prospective bidders must bring appropriate Personal Protective Equipment including a safety vest, hard hat, and working boots to the job walk. The contractor must complete all work within 230 working days from the Notice to Proceed, with liquidated damages of $3,000 per day for delays beyond this contractual period. Bid security of 10 percent of the total bid amount is required, along with performance and payment bonds equal to 100 percent of the contract price. A bidders' conference will be held, with all questions due in writing by March 2, 2026, after which no additional questions will be answered.
The project is subject to California prevailing wage requirements under Labor Code sections 1770 et seq., and all contractors and subcontractors must comply with comprehensive wage determinations established by the California Department of Industrial Relations, which specify mandatory rates for various construction trades ranging from approximately $16.78 per hour for landscape maintenance laborers to over $254 per hour for specialized positions such as wet divers. Contractors must register with the Department of Industrial Relations pursuant to Labor Code section 1725.5, with limited exceptions for projects under $25,000 for construction work, and must maintain certified payroll records subject to inspection and verification under penalty of perjury, with penalties for non-compliance including $200 per calendar day per worker paid below prevailing rates, $100 per day per worker for payroll record violations, and $25 per worker per day for violations of the eight-hour workday and forty-hour workweek limits. The contract imposes strict compliance with Senate Bills 854 and 96, requiring submission of certified payroll records online to the Labor Commissioner monthly and compliance with California apprenticeship requirements mandating employment of registered apprentices at a minimum ratio of one apprentice hour for every five journeyman hours in apprenticeable crafts unless exemptions are granted. All work is subject to National Pollutant Discharge Elimination System (NPDES) storm water permits, California Air Resources Board (CARB) off-road diesel equipment regulations, and various local and state environmental requirements. The County reserves the right to reject any and all bids and will award the contract to the lowest responsible bidder. No specific estimated project cost or award value range is provided in the available bid documents, though individual line item unit prices are to be completed by bidders in their sealed bid submissions.
