About this opportunity

The City of Lubbock, Texas is requesting proposals for pharmacy services related to the 340B Drug Pricing Program, with proposals due August 27, 2026 at 3:00 p.m. Lubbock Public Health, a HRSA covered entity, seeks one or more qualified retail pharmacies to serve as 340B contract pharmacies dispensing 340B-eligible medications to patients at its sexually transmitted infection clinic.

The scope requires the selected pharmacy or pharmacies to operate a staffed retail location within Lubbock city limits, provide home delivery services within Lubbock County, enroll and maintain enrollment as a 340B contract pharmacy under HRSA guidelines, dispense medications at 340B acquisition cost, implement split-billing software systems, coordinate prior authorizations, provide patient counseling, and deliver comprehensive reporting of dispensing activity and program savings. The contractor must comply with all applicable federal and state laws, LPHD policies, and 340B program requirements throughout the contract term.

The contract term is one year with four optional one-year renewal extensions, automatically renewing unless either party provides 90-day written notice of termination. The City does not guarantee any specific volume or minimum compensation and reserves the right to award to the responsible offeror whose proposal is most advantageous to the City.

Proposals must include pricing in the cost section with Item 4 breakdown; prices are guaranteed for six months upon City approval, with adjustments permitted based on changes in the Consumer Price Index or Producer Price Index at the City's discretion. Evaluation criteria are geographic access (25 points), delivery options (15 points), operational 340B compliance capabilities (25 points), and cost-effectiveness with proposed pricing and fee structure (35 points). Prior to contract execution, the selected contractor must provide proof of $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, statutory workers' compensation, and $1,000,000 professional liability with errors and omissions coverage. No pre-proposal meeting is scheduled. Questions are due before the August 27 deadline; submissions are accepted electronically through Bonfire or in hard copy to the Director of Purchasing and Contract Management.
