About this opportunity

The Missouri Department of Mental Health is requesting bids on pharmacy services to support Southeast Missouri Residential Services (SEMORS) under IFB DMH 0000000039SL, with bids due September 10, 2026 at 2:00 p.m. CDT. The procurement seeks a Blanket Purchase Agreement.

The scope covers comprehensive pharmacy services for 65 consumers across two locations — Poplar Bluff (35 consumers) and Sikeston (30 consumers) — with 38 dual eligible for Medicare and Medicaid and 27 Medicaid only. Services include medication dispensing, packaging, labeling, delivery, pharmaceutical consulting, compounding, emergency medication services, quality control inspections, and clinical pharmacist consultation. The contractor must maintain specified stock medications, provide emergency and starter dose kits, integrate electronically with the Department's Electronic Health Record system, and participate in the Pharmacy and Therapeutics Committee. Routine delivery occurs twice daily Monday through Friday at no charge; emergency delivery is available 24/7 with specified response time guarantees.

Pricing is submitted on designated Pricing Pages with separate fees for clinical pharmacist services (hourly rate), consumer medical history input, physician order forms and medication administration record forms completion, and emergency deliveries beyond two free monthly deliveries. Legend medications are reimbursed at average wholesale price less a percentage discount; non-legend medications at net cost less discount. Historical pharmacy expenditures were $34,080.84 in FY24, $35,215.94 in FY25, and $38,423.45 in FY26.

The contract term is initial one year with four optional one-year renewal periods at the Department's discretion. The contractor must maintain current Missouri pharmacy board registration, DEA license, HIPAA compliance, appropriate liability insurance, E-Verify enrollment, and pass background checks. All federal funds requirements apply, including potential annual audit if federal expenditures exceed $1,000,000. Questions should be directed to buyer Cassandra Witherbee at Cassandra.Witherbee@dmh.mo.gov. Bids are submitted electronically through MissouriBUYS or by mail to the Department of Mental Health Purchasing and General Services.
