About this opportunity

Palm Beach County's Board of County Commissioners Purchasing Department is issuing an Invitation for Bid (IFB) for a term contract to supply veterinary pharmaceuticals and supplies to the County's Animal Care and Control Division. The procurement seeks a single fixed percentage discount from current manufacturer's suggested retail prices across 109 specified manufacturers, with bidders required to submit separate discount percentages for pharmaceuticals (Column A) and supplies (Column B). Bidders may also propose additional manufacturers beyond those listed. The solicitation requires all items to be delivered within ten calendar days of receiving a delivery order with F.O.B. point at destination, and successful bidders must maintain current manufacturer's catalogs and MSRP lists throughout the contract term. All items must be delivered in sealed original manufacturer's packaging with a minimum shelf life of twelve months from the delivery date, and generic products must be supplied at lower prices when available. The bid submission deadline is March 16, 2017 at 4:00 p.m. local time, with sealed responses submitted to the Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199. Invoices must include unique catalog numbers, definitive descriptions, catalog/list prices, and invoiced prices to enable post-sale audits verifying compliance with quoted price lists and discounts.

The resulting term contract will be for sixty months or until the estimated expenditure amount is reached, with an anticipated contract value of $1,250,000 over the contract term. Palm Beach County has established a minimum 15% Small Business Enterprise (SBE) participation goal, with bidders meeting or exceeding this goal deemed responsive to SBE requirements. The County reserves the right to award on an item-by-item basis and may reject awards deemed financially disadvantageous, such as awards under $1,000 or those resulting in multiple small fragments. All bidders must comply with criminal history record check requirements, non-discrimination policies, and public records requirements, and the contract is subject to all applicable federal, state, and local laws. No incumbent vendors or existing infrastructure integration requirements are identified in this solicitation.
