About this opportunity
Palm Beach County, through its Purchasing Department on behalf of the Board of County Commissioners, issued Request for Quotation (RFQ) #700126/KP for the purchase of pet ID tags for the Palm Beach County Animal Care and Control Division. The solicitation seeks firm, fixed pricing and establishment of a 12-month term contract with four optional one-year renewal periods for three distinct items: Item 1 consists of aluminum pet ID tags (0.050" thickness, 16 gauge) in various shapes with special plastic bag packaging (one tag and one attachment per bag on continuous perforated strips of minimum 100 tags) with an estimated annual quantity of 125,000 units; Item 2 comprises pet ID tags in various shapes with alternative packaging (one tag and one attachment laminated to sturdy perforated cardstock for mail delivery) estimated at 30,000 units annually; and Item 3 includes small round pet ID tags (7/8" diameter) with laminated cardstock packaging for mail delivery estimated at 20,000 units annually. All tags must be aluminum with a single 1/8" hole and O-ring, available in a minimum of five colors and five different shapes from the specified list (heart, bell, diamond, octagon, oval, flower, cross, triangle, shield, crown, three-sided clover), and include imprinting with year, "RABIES VACC.," sequential numbers, and contact information at no additional cost. The RFQ requires submission of manufacturer cut sheets, descriptive literature, and complete specifications unless bidders are offering National Band & Tag Company products, and mandates completion of Attachment A identifying all offered shapes and colors with corresponding manufacturer information. Quotations were due by August 11, 2017, at 4:00 p.m. local time via fax or email, with pricing to remain firm for 90 days from the opening date and throughout the initial and any subsequent contract terms on an all-or-none award basis, meaning bidders must submit responsive bids on all three items or face rejection of their entire bid.
This procurement includes Small Business Enterprise (SBE) preference provisions, allowing SBE-certified vendors within 10% of the lowest responsive, responsible bid to be awarded the contract, and local preference provisions providing a 5% price reduction for evaluation purposes to vendors with a permanent place of business in Palm Beach County or the Glades. All vendors must submit a non-discrimination policy or statement of compliance, a Drug-Free Workplace Certification form, and a Certification of Business Location with a valid Business Tax Receipt. Delivery shall be FOB destination with all transportation costs borne by the vendor, and Palm Beach County reserves the right to increase or decrease total quantities as necessary to meet actual requirements. The solicitation does not identify an incumbent vendor or specify a budget range, though the estimated annual volumes for the three items (175,000 total units) provide a basis for cost projections. Evaluation criteria emphasize responsiveness, responsibility, and compliance with specifications, with the contract subject to appropriation of funds and contingent upon mutual written agreement for renewal periods.
