About this opportunity

Palm Beach County, Florida is soliciting quotations for a term contract to purchase and deliver pet ID tags through Request for Quotation (RFQ) 900429-SM. The procurement encompasses three distinct items: Item 1 requires 125,000 pet ID tags in various shapes with special plastic bag packaging; Item 2 requires 100,000 pet ID tags in various shapes with sturdy perforated cardstock packaging suitable for mailing; and Item 3 requires 20,000 small round pet ID tags with cardstock packaging for mailing. All tags must be manufactured from aluminum with specified dimensions, include imprinting at no additional cost, and offer a minimum of five color choices and five different shape options from a defined list. Quoters must complete Attachment A specifying shapes and colors offered and submit Drug-Free Workplace and Business Location certifications with their responses. The successful quoter will be awarded a twelve-month initial contract with options to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds. Delivery must occur within fourteen calendar days of receiving a delivery order with the F.O.B. point at destination. Award will be made on an all-or-none, total offer basis to the lowest responsive and responsible quoter, with prices remaining firm for the initial term and all renewal periods. Unit prices must be quoted to two decimal places, and pricing must include all labor, materials, transportation, and other costs necessary for full performance. The quotation submission deadline is May 30, 2018 at 4:00 p.m. Palm Beach County time, with responses accepted by fax or email.

Palm Beach County applies a five percent local preference to quoters with a permanent place of business in Palm Beach County, and a five percent Glades preference may apply to businesses located in the Glades area. Small Business Enterprise (SBE) certified vendors within ten percent of the lowest bid may be considered for award. Quoters must provide complete responses addressing all items; failure to quote on every item or providing "No Quote" designations will result in rejection as non-responsive. The County reserves the right to increase or decrease quantities as necessary and accepts no minimum order requirements. The solicitation documents do not identify incumbent vendors, current contractors, or existing infrastructure requiring integration. No specific budget range or award value is disclosed in the available documentation; however, the contract structure and volume requirements suggest a significant procurement value given the substantial quantities of tags specified across the three line items over the potential five-year contract period.
