About this opportunity
Palm Beach County Board of County Commissioners, through its Purchasing Department, issued Invitation for Bid (IFB #19-028/CC) on May 29, 2019, to procure pesticides, fertilizers, and adjuvants on a term contract basis with a deadline of June 6, 2019, at 4:00 p.m. local time. The solicitation encompasses six product categories totaling 110 line items: fertilizers (19 items), herbicides (37 items), insecticides (15 items), fungicides (12 items), foliar nutrients (6 items), and miscellaneous products including surfactants, seed, and specialized treatment products (20 items). All deliveries must occur within ten (10) calendar days of receiving a delivery order, with F.O.B. destination pricing required. Bid responses must be submitted using the County's provided response forms with complete manufacturer information, product numbers, and package quantities for each item, along with all applicable manufacturer cut sheets, specimen labels, EPA registration numbers, and descriptive literature. Unit prices must be submitted on a per-unit basis (per pound, gallon, quart, pint, or ounce as specified) and shall remain firm for the initial twelve-month term and any renewal periods without increases permitted. All products must meet Federal and State safety regulations, with toxic substances accompanied by Safety Data Sheets (SDS).
The successful bidder will be awarded a term contract for twelve (12) months with the option to renew for four (4) additional twelve-month periods, contingent upon mutual written agreement and appropriation of funds by the Board, with an anticipated contract value of $670,000 during the initial term. Palm Beach County has established a Small Business Enterprise (SBE) Price Preference provision whereby a certified SBE's bid within ten percent (10%) of the lowest non-small business bid shall receive the award at the SBE's bid price. Bidders must comply with the County's Equal Business Opportunity (EBO) Program requirements, submit Schedules 1 and 2 documenting subcontractor participation, and register as vendors in the County's Vendor Self Service (VSS) system prior to contract finalization, with all subcontractors similarly required to register. The County reserves the right to reject any or all bids, waive non-substantive irregularities, and accept or reject offers on an item-by-item basis, with no price increases, escalation clauses, or oral modifications permitted under the contract terms.
