About this opportunity

The City of Leesburg, Florida is requesting bids for comprehensive pest control services across 31 designated municipal facilities under IFB 26-021-HG, with bids due September 17, 2026 at 11:00 a.m. A local-vendor preference applies: up to 5% for Tier I vendors (primary business office or full-time sales office within Leesburg, or receiving utility services from the City) and 2% for Tier II vendors located within a 20-mile radius of Leesburg City Hall.

The scope covers pest control, eradication, and preventative services for rodents, cockroaches, ants, termites, bedbugs, and other crawling and flying insects at facilities including City Hall, fire stations, the public library, wastewater treatment plants, and various parks and municipal buildings. Services must be performed at least monthly during normal business hours (8:00 a.m. to 4:30 p.m., Monday through Friday), with after-hours operations coordinated for police buildings, fire stations, and the library. Bidders must submit pricing on the City-provided form with monthly treatment costs listed separately for each facility. All prices must be firm throughout the initial contract period.

The contract term is three years with options to renew for two additional one-year terms. Either party may cancel with 45 days' written notice, though the contractor cannot exercise this option during the first 90 days. The contractor's servicing location must remain within 20 miles of Leesburg City Hall, or the City may terminate immediately.

Qualified contractors must hold Florida Department of Agriculture and Consumer Services licensure and state and federal pest control certifications. Bidders must demonstrate five years in business, provide three professional references, submit proof of E-Verify registration with Memorandum of Understanding, and carry minimum general liability and business automobile liability insurance of $1 million each. A 5% bid bond is required. Questions are due September 7, 2026. Site visits are available by appointment. Tentative intent to award is September 25, 2026, with final award at the next regularly scheduled City Commission meeting.
