About this opportunity

The California Department of Water Resources (DWR), San Luis Field Division, is seeking a contractor to provide Personal Protective Equipment (PPE) Rental and Laundry Services for the Coalinga O & M Sub-Center. This Invitation for Bid (IFB) #10208985 solicits comprehensive services including rental, laundering, maintenance, and weekly pick-up and delivery of flame-resistant clothing, arc-rated protective gear, industrial work clothing, and specialty items like floor mats and shop towels for approximately 13 employees across different departments. The contract will have a three-year term, commencing November 1, 2025, with a mandatory pre-bid conference scheduled for April 30, 2025, and bid submissions due by May 14, 2025. The procurement covers a wide range of protective equipment including men's and women's flame-resistant pants and shirts, coveralls, arc flash suits, voltage-rated gloves, and related items. Evaluation of bids will be based on the lowest responsible bid meeting specifications, with potential calculation preferences given to small businesses and optional incentives for Disabled Veteran Business Enterprise (DVBE) participation.

The solicitation includes specific provisions for small business and DVBE participation, though there is no minimum DVBE participation requirement for this contract. Contractors will be required to provide comprehensive tracking and reporting of garments, maintain specific safety standards, and comply with state regulations regarding employee benefits and contract reporting. While no incumbent vendor is explicitly mentioned, the bid includes detailed pricing structures for weekly rental rates, replacement costs, laundering of non-rental items, and additional services like emblems and training. The contract appears to have flexibility for small and disabled veteran-owned businesses, offering potential calculation preferences and incentives for DVBE subcontractor involvement. Although a specific budget range is not provided, the comprehensive nature of the services and the three-year contract term suggest a significant procurement value for PPE rental and laundry services covering multiple departments within the Coalinga Sub-Center.
