About this opportunity
The City of Pasadena is seeking proposals for Personal Protective Equipment (PPE) Cleaning, Inspection and Repair Services for its Fire Department, covering 340 sets of structural firefighting turnout coats and pants. The solicitation requires an onsite PPE cleaning, inspection, and repair service that provides electronic documentation and tracking, fully compliant with NFPA 1851 standards and applicable OSHA regulations. Proposers must be a Verified Independent Service Provider (ISP) capable of cleaning gear exposed to hazardous conditions including biological pathogens, combustion products, and infectious agents. The proposal will be evaluated using a 100-point scoring system with weighted criteria: Proposed Solution (40 points), Experience (30 points), Cost Proposal (20 points), Local Pasadena Business preference (5 points), and Small/Micro-Business preference (5 points). The proposal submission deadline is July 26, 2023 at 3:00 pm, with a proposed contract duration of five years from the date of execution. Vendors must provide a detailed cost breakdown including labor, materials, insurance, and overhead, and demonstrate capability to clean and inspect PPE under various challenging environmental conditions.
The contract appears to have preferences for local Pasadena businesses and California-certified small businesses, with potential set-asides or additional points for these categories. Vendors must comply with the Pasadena Living Wage Ordinance for contracts exceeding $25,000 and submit multiple required forms, including a Unique Entity Identifier (UEI), Conflict of Interest Disclosure, Disqualification Disclosure, and Taxpayer Protection Amendment Disclosure. While a specific contract value is not explicitly stated, the comprehensive requirements and five-year duration suggest a significant municipal investment in maintaining critical firefighter safety equipment. The procurement process includes extensive documentation requirements, including forms detailing organizational leadership, workforce composition, and past project experience. Potential bidders must also demonstrate technical capabilities through a Department of Information Technology Technical Questionnaire, ensuring comprehensive vetting of proposed services and technological integration with the City's existing systems.
Opportunity text
The City of Pasadena is located in the northwestern portion of the San Gabriel Valley. Its Fire Department consists of eight strategically located stations that cover the City's twenty-three square miles. In 2021, the Pasadena Fire Department (PFD) responded to 18,103 incidents, 3,432 of which were fire-related. Maintaining the PFD's personnel protective equipment (PPE) is imperative for protecting firefighters from serious injuries while on the job. The PFD seeks proposals for services that would provide onsite PPE cleaning, inspecting, and repairs for all of Pasadena Fire Department Firefighter's structural turnouts as well as documentation of care and maintenance. Services must be in full compliance with all applicable manufacturing, OSHA and NFPA regulations, standards, and recommendations.
