About this opportunity

Palm Beach County's Purchasing Department issued an amended Request for Quotation (RFQ #700093/KP) on March 1, 2016, for a 12-month term contract to supply personal protection equipment including sun hats, examination gloves, and sunscreen products. The procurement is structured into three separate lots: Lot #1 for two styles of sun hats (tan pith helmets and white pith helmets) with estimated quantities of 126 and 29 units respectively; Lot #2 for latex examination gloves in medium and large sizes with estimated quantities of 99,400 and 128,200 units respectively; and Lot #3 for sunscreen products including 5,150 towelettes, 818 bottles of 2.0 oz sunscreen, and 6 gallons of bulk sunscreen. All items must meet or exceed industry and safety standards with factory or manufacturer warranties required. Vendors must submit pricing as firm and fixed unit prices with no escalation clauses permitted, and delivery must occur within 15 calendar days of receiving a delivery order at the Palm Beach County Purchasing Warehouse in West Palm Beach. The RFQ submission deadline was March 7, 2016, at 4:00 p.m. Palm Beach County local time, with responses accepted via fax or email. Awards will be made on a lot-by-lot basis to the lowest responsive and responsible bidder, and the County reserves the right to reject any bids determined financially disadvantageous.

Small Business Enterprise (SBE) certified vendors bidding within 10% of the lowest bid are eligible for award consideration. Additionally, a local preference of 5% is available to vendors with permanent places of business in Palm Beach County or the Glades, provided they submit a valid Business Tax Receipt and completed Certification of Business Location. Successful vendors must comply with non-discrimination policies, submit to criminal history record checks for unescorted facility access, and adhere to Florida Public Entity Crimes statutes. The contract includes a 12-month initial term with options to renew for four additional 12-month periods, subject to mutual written agreement and appropriation of funds. The anticipated contract value is approximately $18,000 over the 12-month term, though Palm Beach County reserves the right to increase or decrease this amount based on actual requirements and operates on an as-needed basis with no minimum order requirements. The County is exempt from federal and state taxes and will not be bound by any pricing escalation clauses during the contract term or any renewal periods.
