About this opportunity

The City of Dallas is seeking qualified bidders to provide comprehensive large group linen and laundry services for emergency or disaster response scenarios where individuals are displaced from their primary residence for 24 hours or longer. This procurement is structured as a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement, with goods and services to be ordered on an as-needed basis. The primary objective is to enhance the City of Dallas' emergency preparedness and ability to respond and recover from various incidents, specifically supporting the Office of Emergency Management & Crisis Response (ECR) mission. Respondents must demonstrate extensive experience in providing bulk laundry services during emergency evacuations and displacement situations. The solicitation is formally identified as Bid Number BV25-00027972, with proposals due by August 8, 2025. Evaluation criteria will likely include vendor capabilities, service responsiveness, pricing structure, and demonstrated emergency management experience. Potential bidders should carefully review the attached documentation, including specifications, standard forms, and insurance requirements.

While specific set-aside designations are not explicitly detailed in the provided documentation, typical municipal contracts often include preferences for local, small, or disadvantaged business enterprises. The contract appears open to qualified commercial laundry service providers with robust emergency response capabilities. Potential respondents should be prepared to demonstrate significant operational capacity, including ability to process large volumes of linens quickly, maintain strict hygiene standards, and rapidly mobilize resources during emergency scenarios. The contract's five-year duration suggests potential significant value, though exact budget ranges are not specified in the available materials. Vendors will need to complete comprehensive documentation, including the Team Make-Up and Local Workforce Form, and meet stringent insurance requirements as outlined in the contract specifications. Interested firms should thoroughly review all attached documents, particularly the specifications and sample contract, to fully understand the scope of services and compliance expectations.
