About this opportunity

The Missouri Department of Conservation (MDC) is issuing an Invitation for Bid (IFB) for mowing services, trash pickup, and privy cleaning at Perry County Community Lake Conservation Area. The procurement requires three primary services: bi-weekly mowing from April 1, 2026, through November 15, 2026 (approximately 16 visits), bi-weekly trash pickup from April 1, 2026, through March 31, 2027 (approximately 41 visits), and bi-weekly privy cleaning from April 1, 2026, through March 31, 2027 (approximately 41 visits). Mowing specifications require maintaining grass height between two and four inches across designated areas shown on provided maps, while trash pickup includes removal of litter from parking lots, boat ramps, paved and gravel areas, with contractor notification required for hazardous waste or items exceeding 55-gallon drum capacity. Privy cleaning services must include interior and exterior disinfection, toilet paper dispensing, and notification to MDC when pumping is needed. All services must be completed within four days prior to Memorial Day, Independence Day, and Labor Day. Pricing shall be firm and fixed for the contract period, and the Department reserves the right to add or remove service areas during the contract period at the stated unit prices. Bid responses are due February 20, 2026, at 2:00 PM Central Time via MissouriBUYS, powered by MOVERS, with the original contract period being one year from the date of award.

The MDC will award the contract to the lowest responsive bidder and will select primary, secondary, and tertiary contractors; secondary or tertiary contractors will be utilized only if the primary contractor cannot meet demands. Contractors must comply with Missouri business registration requirements, including Secretary of State registration and tax compliance certification, and must maintain liability insurance with minimum limits of $2,000,000 per occurrence with the Department named as an additional insured. The Department offers a 10 percent preference for products manufactured or produced in the United States under the Domestic Products Procurement Act and bonus preferences for Organizations for the Blind or Sheltered Workshops (minimum 2 percent or $5,000 of contract value), as well as a three-point bonus for Service-Disabled Veteran Business Enterprises providing at least 3 percent of contract value. All contractors must comply with E-Verify requirements for authorized work personnel and provide all equipment, materials, labor, and supplies necessary for performance. While no incumbent contractor information is specified in the solicitation documents, contractors must be prepared to submit detailed pricing based on the unit rates for mowing visits, trash pickup visits, and privy cleaning visits, with payment due within thirty calendar days of valid invoice receipt.
