About this opportunity
The Commonwealth of Kentucky, Energy and Environment Cabinet, Division for Air Quality is procuring performance audit services for nitrogen oxide (NOx, NO, NO2) and sulfur dioxide (SO2) analyzers across eight state-wide monitoring sites located in Fayette, Jessamine, Campbell, Daviess, Henderson, Boyd, Greenup, and McCracken counties. The contractor must conduct performance audits in strict accordance with 40 CFR 58 Appendix A and EPA National Performance Audit Program (NPAP) Standard Operating Procedures, utilizing NIST-traceable calibration gas cylinders and performing Gas Phase Titration testing at audit points of 0, 110, 30, and 15 ppb for NOx and 0, 75, 30, and 15 ppb for SO2. Deliverables include preliminary results following each audit, a draft report within 20 days of the final audit, and a final report within five days of receiving Division comments, with all testing to be completed by December 31, 2019. The contractor must possess previous experience with similar audits, qualifications and expertise in air quality testing, and documented NIST traceability capabilities, which serve as evaluation criteria weighted at 30 points, 30 points, and pass/fail status respectively. Cost proposals will be weighted at 40 points, with the lowest-priced proposal receiving maximum points and remaining proposals scored proportionally. The proposal submission deadline is April 18, 2019, at 14:00 EDT, with proposals submitted in hard copy and digital formats to the Division for Air Quality, 300 Sower Blvd, 2nd Floor, Frankfort, Kentucky, and the anticipated contract term runs from May 15, 2019, through June 30, 2020.
Resident bidders and qualified bidders as defined in KRS 45A.490-45A.494 may receive preference scoring, though no specific disadvantaged enterprise set-asides are identified in the solicitation. Foreign entities must provide Secretary of State certification within 14 days of bid opening and proof of authorization to conduct business in Kentucky. Vendors must submit three separate sealed proposal components—technical, cost, and proprietary information—along with a transmittal letter, signed solicitation, required affidavits, and proof of authorization to conduct business in Kentucky. No specific incumbent vendors or budget range is identified in the solicitation; pricing is to be determined entirely by offeror proposals on the Cost Proposal Form. The contract is subject to approval by the Secretary of the Finance and Administration Cabinet and filing with the Legislative Research Commission Government Contract Review Committee prior to becoming effective, and the contractor is prohibited from commencing billable work until the contract is fully executed.
