About this opportunity
The Commonwealth of Kentucky's Energy and Environment Cabinet, Division for Air Quality, is seeking a contractor to perform performance audits of nitrogen oxide (NOx) and sulfur dioxide (SO2) analyzers at state-wide monitoring sites across eight Kentucky counties: Fayette, Jessamine, Campbell, Daviess, Henderson, Boyd, Greenup, and McCracken. The primary objective is to conduct through-the-probe audits in strict accordance with 40 CFR 58 Appendix A and EPA National Performance Audit Program Standard Operating Procedures, utilizing NIST-traceable environmental gas cylinders and calibrators. Contractors must provide preliminary audit results following each monitor audit, submit a draft audit report within 20 days of the last audit day, and deliver a final report within five days of receiving division comments. The proposal evaluation will be comprehensive, with 60 points allocated to technical merit (30 points for previous experience with NOx and SO2 analyzer audits and 30 points for professional qualifications), pass/fail documentation of NIST traceability, and 40 points for cost. Key dates include a proposal due date of April 18, 2019, at 14:00 Eastern Time, with contract awards anticipated within two weeks of the closing date, and an initial contract term running from May 15, 2019, through June 30, 2020.
Kentucky resident bidders and qualified bidders as defined in KRS 45A.470 and 200 KAR 5:410 are eligible for preference scoring, with specific advantages for local and disadvantaged enterprises. Contractors must submit sealed technical and cost proposals separately, accompanied by a transmittal letter, signed solicitation, required affidavits, and proof of Secretary of State registration for foreign entities. All proposals must remain valid for six months after the due date, and the Commonwealth reserves the right to reject any or all proposals, request best and final offers, conduct oral presentations, and negotiate fair and reasonable compensation. No travel expenses, consulting services beyond the scope of work, or additional costs will be authorized without specific written approval from the Division. While no specific budget range is explicitly stated, the comprehensive evaluation criteria suggest a competitive procurement process with a focus on technical expertise, compliance, and cost-effectiveness for the performance audit services.
