About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are soliciting bids under Invitation for Bid for perforated square steel tube (PSST) posts and galvanized steel marker (channel) posts, with bids due November 16, 2026 at 2:00 p.m. Central Time. No set-aside is selected. Bidders are encouraged to use MBE and WBE subcontractors and suppliers, service-disabled veteran-owned enterprise participation is welcomed when applicable, and a 10 percent preference applies to American-made products under the Domestic Products Procurement Act (Exhibit N). Bidders must also complete the Anti-Discrimination Against Israel Act certification (Exhibit M).

The solicitation covers five groups: 2-inch and 2.5-inch PSST posts in 10-, 12-, 14-, and 16-foot lengths with splices and anchors; hardware for PSST posts; U-Channel posts from 6 to 16 feet in multiple sizes and weights; and a percentage discount off manufacturer's suggested retail price for additional post options. PSST posts must be manufactured from ASTM A36 or ASTM A1011 Grade 60 steel and galvanized after fabrication per AASHTO M 111, with zinc averaging at least two ounces per square foot and no individual specimen below 1.8 ounces. Channel posts must be re-rolled rail steel or equivalent conforming to ASTM A 499 Grade 60, in heavy, medium, and light weight categories. Fabricators must certify compliance and include mechanical and chemical test results with their bids. Estimated quantities are one unit per line item for pricing; minimum releases are 25 units for PSST and hardware posts and 50 units for U-Channel posts.

Awards are multiple-award, and MoDOT may award one contract per group to the same or different vendors. The contract runs from Notice of Contract Award through three years, with two optional one-year renewals. Posts must be delivered by flatbed truck to nine maintenance facilities throughout Missouri, within 45 calendar days after receipt of order for PSST posts and 60 calendar days for channel posts. Liquidated damages of $50 per day per item apply to missed delivery deadlines. Pricing must be firm, fixed unit prices, FOB destination with freight prepaid, valid for 90 days from bid opening, with no price increases during the first six months of the original term or any renewal. Awards go to the lowest responsive, responsible, and reliable vendors.

Vendors must register with MissouriBUYS and submit bids electronically through MissouriBUYS MOVERS or by USPS, UPS, or FedEx. Hard copy submissions require notice to buyer of record Ashten Nichols at least five days before closing. Email submissions are not accepted.
