About this opportunity
Escambia County Waste Services is requesting bids on annual maintenance and repair services for truck scales at the Perdido Landfill and Palafox Transfer Station under ITB #PD 25-26.103, with proposals due August 12, 2026 at 9:00 a.m. A mandatory geographic requirement applies: the successful vendor must maintain a physical office, branch, or service facility within a 300-mile radius of 13009 Beulah Road, Pensacola, Florida 32533, adequately staffed to provide on-site emergency response within 4 to 6 hours of service request notification.
The Perdido Landfill contains three Fairbanks scales (models PLT-6010-409, PLT-6010-408, and PLT-6010-HVB09); the Palafox Transfer Station contains two Rice Lake Survivor scales. The scope includes preventive maintenance three times annually during January, May, and September—removal of scale covers, greasing of components, load cell and receiver cup cleaning, cable connection inspection and tightening, corrosion inspection and treatment, and backup battery replacement—as well as emergency repair services on call. The contractor must demonstrate compliance with Florida Weights and Measures Law and NIST Handbook 44 requirements.
The contract commences upon execution and extends for 36 months with an option for two additional 12-month renewals, up to a maximum of 60 months, subject to appropriation of funds and mutual agreement. Bidders must submit lump sum pricing with costs broken down by line item: four items for Perdido Landfill scale calibration and preventive maintenance, two items for Palafox Transfer Station scale calibration and battery replacement, and five alternate items for emergency repair services including hourly rates for service, overtime, and holiday work plus per-mile truck rates. Pricing must be firm and include all packing, handling, shipping, and delivery within Escambia County.
Required submissions include proof of location within 300 miles, certificates of insurance (workers' compensation with statutory limits, general liability with minimum $1 million per occurrence and $2 million annual aggregate, and business auto liability with minimum $1 million per accident), Florida Division of Corporations authorization, current business tax receipt, W-9 form, references, E-Verify compliance, anti-human trafficking affidavit, conflict of interest disclosure, and scrutinized companies certification. Questions are due August 5, 2026. Electronic submission through the county's e-procurement portal is required.
