About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for Pepsi beverage products to supply Kerrville State Hospital under IFB HHS0017857, with bids due August 21, 2026, at 10:30 a.m. Central Time. The question deadline was August 10, 2026, with clarifications posted as an addendum on August 12, 2026.

The scope covers fourteen line items of zero-sugar and reduced-calorie beverages: Pepsi Zero products in multiple flavors, Gatorade Zero beverages, Gatorade protein bars, Muscle Milk drinks in various varieties, Starry Zero, Lipton zero sugar green tea, Mountain Dew zero sugar, and Mug Root Beer zero. Historical annual spend for this category is $60,000.00 (September 1, 2025, through August 31, 2026), provided as a guideline only and not representing guaranteed volumes. Pricing is F.O.B. Destination with freight prepaid and included; standard delivery is seven days after order receipt. All pricing must be firm and fixed on the required Exhibit C spreadsheet. Price adjustments are permitted only at HHSC's sole discretion, potentially correlated with the Consumer Price Index using the Bureau of Labor Statistics formula, or upon request with supporting documentation for federal minimum wage increases.

The initial contract term runs September 1, 2026, through August 31, 2027, with an option for one additional one-year extension at HHSC's sole discretion subject to funding availability. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract.

Evaluation prioritizes bidder ability to meet specifications and delivery requirements alongside price. HHSC reserves the right to make single or multiple awards based on best value to the state.

Bidders must submit responses electronically via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail of a USB drive to 1100 W. 49th Street, Austin, Texas. Required documents are completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet); failure to submit these items results in disqualification. No vendor conference or HUB courtesy review is scheduled.
