About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotations on pepper spray for the Detroit Police Department under RFQ 553252, with proposals due November 4, 2026. Detroit-based business certifications qualify respondents for equalization credits ranging from 1% to 5% depending on certification type (Detroit Headquartered and Detroit Resident Businesses receive the highest credits at 5% each); the lowest equalized bid wins provided it does not exceed 12% above the lowest responsible bid or $100,000, whichever is less. Limited bidding may be restricted to Detroit-based certified businesses at the Purchasing Director's discretion if at least three eligible firms exist.
The contract term is one year. Scope specifications and quantities are detailed in the RFQ and Amendment Form documents; specific product standards and performance criteria for law enforcement operational needs are outlined in the RFQ.
Respondents must complete the Respondent Questionnaire (Attachment A), which requires organizational and experience information, at least three references demonstrating similar project experience, key personnel identification, and subcontractor details if applicable. Mandatory disclosures include tax status, Federal Employer Identification Number, business entity type, years in business, prior City of Detroit contracts within the last five years, number of Detroit residents to be employed, willingness to sign a Priority Hire Agreement with Detroit at Work, any claims or lawsuits in the last ten years, terminated contracts, debarment or suspension status, and whether the proposed solution involves artificial intelligence. Respondents using subcontractors must verify non-debarred status through the City of Detroit's debarment list.
Required Forms Affidavits (Attachment D-1) and Conditions of Award (Attachment D-2) must accompany proposals. The successful respondent must submit notarized Consolidated Affidavits, a sample employment application, Certificate of Insurance, three years of financial statements, SAM registration documentation, City of Detroit Treasury Clearance, and a Statement of Political Contributions and Expenditures documenting contributions to Detroit elective officials within the previous four years. SAM registration requires 10–15 days; Treasury Clearance requires a minimum of 10 days after application submission. If the proposal includes artificial intelligence, an AI Factsheet disclosing system architecture, bias evaluation, testing protocols, and performance metrics is required.
