About this opportunity
The State of Florida Department of Management Services is issuing a Request for Information (RFI 2526-044) on cloud-based Human Capital Management platforms, with responses due August 26, 2026 at 4:00 p.m. EST. This is market research only; no contract award will result, but responding vendors are not prohibited from competing in subsequent solicitations.
The Department seeks vendor input on next-generation HCM solutions that deliver flexible HR ecosystems, timely adoption of new technologies, improved employee and manager experience, enterprise scalability, integrated self-service tools, and support for a dedicated HR Service Center model. The Department operates the People First system across 33 state agencies, 12 state universities, 28 state colleges, and additional partial users, serving over 245,000 users. The current infrastructure runs on SAP ECC 6.0 HR on NetWeaver 7.5 and includes thousands of customizations and over 600 external system interfaces. The existing system supports four pay cycles, 14 unique FLSA schedules, collective bargaining requirements, and dual classification systems. The Service Center processes approximately 188,000 calls annually and 73,000 case management tickets yearly, plus premium refunds, FSA claims, and organizational management requests.
Vendors must address human resources management, benefits administration, classification and organizational management, time and attendance, payroll preparation, talent management, and data reporting and analytics. Responses must be submitted in both Microsoft Word and PDF format to DMS.Purchasing@dms.fl.gov. Questions are due July 13, 2026 at 3:00 p.m. EST, with anticipated answers posted on the Vendor Information Portal by August 4, 2026. The Department may select vendors for presentations at a later date. All vendor responses are subject to Florida's Public Records Act; vendors may designate portions as confidential or proprietary with statutory justification. Vendors are responsible for all costs associated with responding and any subsequent presentations.
