About this opportunity

The Municipality of Penn Hills is soliciting sealed proposals for the 2025 Storm Sewer Repair Contract through the PennBid electronic procurement platform. The procurement encompasses two primary contract options: Contract A, which involves two storm sewer point repairs including inlet replacement, site and pavement restoration, utility coordination, resident notifications, site access, and traffic control; and Contract B, focusing on removal of excess soil and sediment at various municipal locations. A mandatory pre-bid meeting is scheduled for August 26, 2025, at 10:30 a.m. at the Municipal Building Council Chambers, with attendance required for bid responsiveness. Proposals must be electronically submitted via PennBid before 10:30 a.m. on September 11, 2025, with bid results to be publicly displayed on the platform. The project requires comprehensive documentation including pre-repair and post-repair CCTV inspections, utility protection measures, and full site restoration. Additionally, an Add Alternate #1 for Duff Road specifically addresses inlet replacement at that location, providing bidders with potential expanded scope opportunities.

The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged business enterprises. Pennsylvania prevailing wage rates are mandated for the project, which suggests compliance with state labor standards. While specific budget ranges are not detailed in the available documentation, the comprehensive nature of the storm sewer repair work implies a substantial municipal infrastructure investment. The electronic submission through PennBid indicates a modern procurement approach that may favor technologically capable contractors with experience in municipal infrastructure repair. Prospective bidders will need to demonstrate expertise in storm sewer repair, utility coordination, site restoration, and traffic management. The mandatory pre-bid meeting underscores the municipality's emphasis on comprehensive contractor understanding and preparation for the technical complexities of the storm sewer repair project.
