About this opportunity
Pender County Schools in North Carolina is seeking Statements of Qualifications from highly qualified Design-Build firms to construct a new 2,000-student (1,200 middle, 800 elementary) K-8 school facility. The estimated project budget is up to $111 million, with funding anticipated through a public bond referendum in November 2022. The District is utilizing a qualifications-based selection process without consideration of fee during the initial phase, pursuant to North Carolina General Statute 143-64.31. Proposals are due by 3:00 p.m. EST on April 25, 2024, and the three most highly qualified Design-Build firms will be ranked, with interviews potentially conducted if deemed necessary by the District. The selection criteria focus on the firm's qualifications, past performance, staffing, project approach, and familiarity with the local area.
The District encourages the use of small, women, and Historically Underutilized Businesses (HUB), with a state goal of 10% minority business participation, unless otherwise approved prior to bidding. The Design-Build firm will be required to provide proof of licensing, insurance, and other requirements per District policy and State law prior to contract signing. The District reserves the right to negotiate and award a contract deemed in its best interest, and firms submitting proposals agree to hold the District harmless from any associated costs or expenses.
Opportunity text
The District requests Statements of Qualifications for Design-Build Services for a new school facility project (K-8 school). This request for qualifications (RFQ) solicitation does not commit the District to award a contract, to pay any cost incurred in the preparation of this proposal, or to procure or contract for these services. Pursuant to North Carolina General Statute 143-64.31, the District utilizes a "qualifications-based" selection process without consideration of fee during the initial phase in hiring Design Build (DB) firms. The District's primary purpose in using the DB process is to utilize fast-tracked design and construction services to deliver quality construction in an economical and efficient manner. The District believes the DB delivery method will provide a greater return on investment while also delivering a high quality, turn-key facility that will enhance the educational opportunities of the students utilizing the facility.
