The Texas Health and Human Services Commission, in coordination with the Department of State Health Services, is requesting bids for Peer Recovery Support Specialist services at El Paso State Supported Living Center, with responses due July 30, 2026 at 10:30 a.m. Central Time. Questions must be submitted by July 23, 2026.

Bidders must hold Texas Certification Board Peer Recovery Support Specialist (PRSS) certification with a minimum of 250 work experience hours, a high school diploma or equivalent, and at least three years of relevant peer support experience. The certification must include 46 hours of documented education in advocacy, mentoring/education, recovery support, and ethical responsibility — the core eligibility filter.

The scope requires modeling recovery achievements, building individual relationships, participating in individual and group recovery sessions, attending team meetings, completing documentation, and assisting persons served in developing communication and problem-solving skills. Services are required Monday through Friday, 8 a.m. to 5 p.m. Mountain Time, with a maximum of 20 hours per week. The anticipated contract start date is September 1, 2026. The initial term runs through August 31, 2027, with two one-year renewal options and one discretionary extension year through August 31, 2029.

Historical annual spend is $20,800. Pricing must be submitted as a firm, fixed hourly rate on the required Pricing Sheet; price adjustments are permitted only through CPI index formulas or federal minimum wage increases with HHSC approval. Contractors must carry comprehensive insurance including workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability, professional liability, and umbrella liability ($1 million). Background checks at contractor expense are required prior to service commencement.

Bidders must submit three verifiable references from contracts of similar size and scope completed within the past three years, current business documentation, staff certifications and qualifications, and two 24-hour emergency contacts. The bidder must complete Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), and Exhibit D (Bidder Reference Form). Submission is via the HHS Online Bid Room or as specified in the solicitation package. No volume, usage, or compensation is guaranteed.
