About this opportunity
The Hawaii State Department of Health, Family Health Services Division, Maternal and Child Health Branch is soliciting a single community-based vendor to provide peer-to-peer support services for families with young children in Maui County. The procurement seeks voluntary, community-driven support services targeting parents and caregivers of children from birth to age five, with deliverables including peer-led support gatherings, parent circles, informal one-on-one peer connections, community-based outreach, peer facilitator training and supervision, and monthly activity documentation. Qualified vendors must demonstrate at least three years of experience supporting families with young children, maintain an established trusted presence in Maui County, and exhibit competency in trauma-informed and culturally responsive peer practices. Key objectives include meaningful engagement of families through peer support mechanisms and documented outcomes demonstrating peer support impact on families served. The period of performance runs from May 15, 2026, through December 31, 2026, contingent upon fund availability, with proposals due by April 29, 2026. Allowable expenses encompass personnel costs for peer support service delivery, supervision, training, and travel within Maui County, with administrative and indirect costs capped at ten to twelve percent of the total award. Monthly reports to the Department of Health must detail the number of families engaged, peer support contacts completed, activity descriptions, barriers to engagement, and narrative examples of peer support outcomes.
The contract is restricted to a single Maui County-based vendor, with the Department of Health explicitly prohibiting any single vendor from being awarded more than one county under these solicitations due to potential issuance of separate solicitations for other counties. The total contract compensation shall not exceed $79,500.00, representing a fixed award amount for the eight-month performance period. The selected vendor must register with Hawaii Compliance Express and will be responsible for paying the NIC Hawaii fee of 0.75 percent of the award amount, capped at $5,000.00. Prior to contract commencement, the vendor must submit tax clearance certificates from the Hawaii Department of Taxation and Internal Revenue Service, obtain certificates of compliance from the Department of Labor and Industrial Relations and certificates of good standing from the Department of Commerce and Consumer Affairs, and maintain appropriate insurance coverage. Payment shall be made via State of Hawaii purchase order upon satisfactory completion of deliverables, with no advance payments permitted, and the State retains complete ownership of all work product and intellectual property developed under the contract.
