About this opportunity

The Commonwealth of Kentucky Transportation Cabinet Division of Purchases is requesting bids for 500 pedestrian buttons specified as Polara Bulldog III, model R-BDL3-B 4H, or approved equal, with bids due September 1, 2026 at 1:30 p.m. Eastern Time. The procurement is subject to Buy America and Build America, Buy America (BABA) Act provisions, requiring all manufacturing processes for aluminum components to occur in the United States.

The buttons must be highly vandal-resistant with pressure activation requiring less than 2 lbs of push force, aluminum body powder-coated black with stainless-steel button, LED flash capability, and piezo-driven solid-state switch. Operating voltage ranges from 12–36 V DC or 9–25 V AC, and the vendor must provide a 5-year warranty covering all parts, paint finish, and shipping. Pricing shall be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors bearing all shipment and freight charges.

The initial contract period runs from award through August 31, 2027, with four optional one-year renewal periods available subject to written approval by both vendor and KYTC. The contract serves KYTC Division of Traffic and Department of Highways Districts 1–12.

Evaluation uses a best-value ranking approach: price is weighted at 95 points and delivery time at 5 points, with the lowest bidder receiving maximum price points and the best delivery time receiving maximum delivery points. Vendors must maintain Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate. Federal Highway Administration funds support the contract.

Written questions are due August 13, 2026, with responses posted by August 18, 2026. The tentative award date is September 15, 2026. Vendor registration through the Kentucky Vendor Self Service System is required 24–48 hours prior to bid submission.
