About this opportunity

The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet Division of Purchases on behalf of the Division of Traffic Operations, is requesting bids on a master agreement contract for pedestals and bases, with bids due electronically June 4, 2026 at 1:30 p.m. Eastern Time. Kentucky resident-bidder reciprocal preference and preferences for qualified bidders under KAR 200 5:410 apply.

The scope comprises eight line items totaling approximately 910 units: 200 pedestal poles with breakaway bases and anchor bolts, 25 pedestal breakaway bases only, 70 pedestal top mounting brackets (one-way), 75 pedestal top mounting brackets (two-way), 35 post tops, 500 FSA boxes pole-mounted, 5 pole feet, and 5 pole feet with conduit hubs. Specifications include a 120-volt shock hazard warning sticker meeting NFPA 70E standards with Glove Class 0 protection and a 42-inch limited approach boundary. Vendors must specify a firm delivery timeline in calendar days after receipt of a delivery order and guarantee compliance with a 1 percent per day penalty deducted from invoices for each day delivery is late. All shipments are F.O.B. destination freight prepaid, with vendors responsible for freight charges and filing of freight claims.

The initial contract period runs July 1, 2026 through June 30, 2027, with four optional one-year renewal periods available at written approval of both vendor and KYTC Division of Purchases. Award determination uses a best-value ranking: 95 points for price (lowest bidder receives maximum score) and 5 points for delivery time. Prices are firm for the first twelve months; price increases are prohibited during this period but may be requested thereafter with industry-wide price justification and 30 days' notice. The Commonwealth reserves the right to renegotiate terms during optional renewal periods.

Vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate; automobile liability insurance is required if the contractor performs delivery. All bids must be submitted electronically through the Kentucky Vendor Self Service system; bidders must be pre-registered. Questions were due May 22, 2026 at 4:00 p.m., with responses anticipated by May 28, 2026 at 4:00 p.m.
