About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, has issued a Request for Bid (RFB) solicitation for pedestal and bases components on behalf of the Division of Traffic Operations. The procurement encompasses eight line items totaling 910 units, including 200 pedestal poles with breakaway bases and anchor bolts, 25 pedestal breakaway bases only, 70 one-way top mounting brackets, 75 two-way top mounting brackets, 35 post tops, 500 FSA boxes pole-mounted, and 5 pole feet units with and without conduit hubs. All products must meet or exceed specifications from approved manufacturers including Component Products, Frey Manufacturing, and PELCO Products Inc., and must comply with ANSI Z535.4 standards for shock hazard warning labels. Bids will be evaluated using a best value ranking approach based on two measurable criteria: price (95 points maximum) and delivery time (5 points maximum), with the lowest bidder receiving maximum points for price and the fastest delivery time receiving maximum points for delivery. Written questions must be submitted by May 22, 2026 at 4:00 PM Eastern Time, with responses posted by May 28, 2026, and electronic bids are due through the Kentucky Vendor Self Service system by June 4, 2026 at 1:30 PM Eastern Time. The anticipated award date is July 1, 2026, with a Master Agreement effective from July 1, 2026 through June 30, 2027, plus optional renewal periods of four additional one-year terms subject to written approval and potential renegotiation.

All bidders must be registered in the Commonwealth eProcurement System and submit bids electronically; emailed and hard copies will not be accepted. Reciprocal preferences apply to Kentucky resident bidders and qualified bidders as defined under KRS 45A.494 and 200 KAR 5:410. Successful bidders must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and must provide a Certificate of Insurance prior to award. Pricing shall be firm for the first twelve months, with any price increases thereafter requiring written justification based on industry-wide changes and at least thirty days' notice. Delivery is quoted F.O.B. Destination Freight Prepaid, with the vendor responsible for all shipping costs and filing freight claims, and one percent per day will be deducted from invoices for late deliveries unless the delay is caused by factors outside the vendor's control. All vendors must comply with Kentucky Revised Statutes regarding tax compliance, employment laws, and non-discrimination requirements. No specific budget range or award value is disclosed in the solicitation materials.
