About this opportunity

The Commonwealth of Kentucky Transportation Cabinet Division of Purchases is requesting bids on a master agreement contract to supply pedestals and bases for traffic control applications, with bids due August 12, 2026 at 1:30 p.m. Eastern Time. This is a rebid under Addendum #1. The contract is federally funded by the Federal Highway Administration and requires full compliance with Buy America and Build America, Buy America (BABA) Act provisions, including domestic manufacturing of aluminum and steel components — a decision-flipping compliance gate.

The scope comprises eight line items: 200 pedestal poles with breakaway bases and anchor bolts; 25 pedestal breakaway bases only; 70 one-way pedestal top mounting brackets; 75 two-way pedestal top mounting brackets; 35 post tops; 500 FSA boxes pole-mounted; 5 pole feet; and 5 pole feet with conduit hubs. All items must meet specified technical standards including Component Products CPI-AP for poles, Frey Manufacturing CP6 Series for breakaway bases, PELCO Products specifications for brackets, and UL 514A certification for FSA boxes. A 120-volt shock hazard sticker compliant with NFPA 70E electrical safety standards is required.

Pricing is firm, fixed unit-price basis with F.O.B. Destination Freight Prepaid delivery terms. No price increases are permitted during the first 12 months; thereafter, adjustments must be justified by industry-wide changes and submitted at least 30 days in advance. The initial contract period runs from award through August 31, 2027, with four optional one-year renewal periods available by mutual written agreement. Quantities listed are estimates only; the state reserves the right to acquire large requirements through other competitive processes.

Award will be based on best value ranking with price weighted at 95 points and delivery time weighted at 5 points. Vendors must specify delivery timeframe in calendar days from receipt of delivery order; late-delivery penalties of 1% per day apply. Bidders must submit certificates of compliance, non-collusion certifications, and proof of insurance with minimum $1,000,000 commercial general liability coverage. Responses must be submitted electronically through the Kentucky Vendor Self Service system. The tentative award date is August 31, 2026. Written questions were due July 23, 2026 at 4:00 p.m., with responses posted by July 29, 2026.
