About this opportunity

The State of Colorado Department of Natural Resources Water Conservation Board is issuing a Request for Proposals (RFP PDAA5000) for meteorological services to support flood prediction and threat assessment activities serving Denver County and Denver City. The procurement seeks a contractor to provide daily Flood Threat Bulletins with county and basin-specific assessments issued by 11:00 AM, twice-weekly 2-to-10 day Flood Threat Outlooks issued Mondays and Thursdays by 3:00 PM, and daily Storm Total Precipitation Maps issued by 9:30 AM, with additional meteorological services available on a time-and-materials basis. The contract term runs from May 1, 2017 through September 30, 2021, with daily service requirements during the May through September flood season each year. Minimum qualifications include demonstrated experience with similar work, website management, social media engagement, and at least one staff member with American Meteorological Society (AMS) membership and one with Certified Floodplain Manager (CFM) certification. Proposals must be submitted with one original and five copies plus an electronic copy on disk to the Department of Natural Resources Purchasing Office in Denver by March 13, 2017 at 4:00 PM, with written inquiries due by February 23, 2017. The evaluation committee will score proposals based on project approach, references, experience, minimum qualifications, writing quality, team organization, and price, with the estimated project award date of March 24, 2017 and project start date of April 15, 2017. Pricing proposals must include fixed annual costs for Services 1 and 2 and a not-to-exceed amount for Service 3, with all web hosting and email listserve costs to be maintained within the proposal price.

Resident bidder preferences apply to this procurement, and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) may receive a 5% price preference if properly certified. All products and deliverables produced under the contract become the sole property of the State of Colorado. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and Workers' Compensation Insurance as required by the master personal services contract template provided. As a State of Colorado personal services contract, the engagement is subject to Special Provisions applicable to all state contracts, including compliance with the Colorado Procurement Code, independent contractor status, Colorado employment law compliance, E-Verify employment verification requirements, and vendor offset provisions for state debts. The specific budget or award value for this procurement is not disclosed in the RFP documents; however, pricing is submitted by task on the provided bid schedule with Service 3 ordered on a time-and-materials basis with annual not-to-exceed limits to be established during contract negotiation.
